Methadone Clinics
Objectives of Methadone Clinics
- provide a readily accessible, legal, medically safe, and effective alternative to illicit opiates and drug use;
- reduce crime of drug users;
- reduce the harmful consequences associated with drug use and needle injection by providing an oral substitute, in particular, preventing tetanus and the spread of HIV and other blood-borne infections like viral hepatitis;
- enable drug users to lead a normal and productive life; and
- provide an entry point to voluntary detoxification programmes.
Entry Requirements
No referral or appointment is required. Any person who is addicted to heroin or opiates and has no life-threatening medical illness may apply for admission. The charge is HK$1 per visit ($40 for Non-eligible Person). Registration can be made at any methadone clinic by presenting (i) Hong Kong Identity Card (for Hong Kong residents); or (ii) Mainland Identity Card (for patients from Mainland); or (iii) passport / other valid travel documents (for patients other than the mentioned). The particulars of patients would be treated in the strictest confidentiality and would not be divulged without the patients' written consents. Patients who do not speak Cantonese, Putonghua or English and need interpretation service could contact staff in methadone clinics for prior arrangement.
Services Provided
i) Medical assessment and health promotion.
ii) Methadone prescription for daily treatment at any one of the Methadone Clinics upon registration
iii) Harm reduction measures such as screening programme for HIV and viral hepatitis infection and vaccination services for eligible patients.
iv) Counselling, psychosocial support and case management by social workers.
v) Referral to other drug treatment service agencies as appropriate, e.g. Society for the Aid and Rehabilitation of Drug Abusers (SARDA) for other modalities of treatment like residential detoxification.

Arrangement for Typhoon and Rainstorm Periods
- Typhoon No. 8 (or extreme condition announced by the government)
When typhoon signal No. 8 (or extreme condition announced by the government) is hoisted, all methadone clinics will open for the normal operating hours to maintain dispensing service. - Typhoon No. 9 or Above
If typhoon signal No. 9 or above is hoisted before the methadone clinics open, all clinics will be closed. And they will commence operation as soon as practicable if the typhoon signal is lowered to No. 8 two hours before the closing time. When typhoon signal No. 9 or above is hoisted during the operating hours of the methadone clinics, all clinics will remain open until the closing time. - Rainstorm Black Warning
If the rainstorm black warning is issued, all methadone clinics will open for the normal operating hours.
